Digital Castle:An Integrated Framework for Smart City Development and National Security from the Perspective of National Security Studies

Abstract
[Research purpose]While the construction of smart cities is a critical link in modernizing national governance,its integral relationship with national security has been largely overlooked.It is therefore of great theoretical and practical importance to investigate their integrated framework,risk transmission,and governance pathways from the holistic and systematic viewpoint of National Security Studies.[Research method]This research first applies a systematic analysis to build a five-layer technical architecture of"perception,network,platform,application,and operation"to clarify risk generation and propagation.It then introduces life cycle theory to dissect vulnerabilities in smart cities during their planning,construction,and operational phases.Through a comparative study of Singapore's"regulation-empowered"security model and Xiong'an New Area's"endogenous security"model,the paper finally distills resilience-oriented,multi-scalar design principles and a framework for data governance.[Research conclusion]This study reconceptualizes the smart city as a critical frontier of national security.Its principal theoretical contribution is the"Digital Castle",an integrated,interdisciplinary framework for analysis.Practically,it argues that urban security hinges upon the dual imperatives of"resilient design and data governance".Consequently,integrating smart cities into national security strategy is essential to mitigate inherent risks and foster high-quality development.关键词
