Abstract
[Research purpose]The acceleration of urbanization has exposed communities in megacities to multiple governance challenges,rendering traditional governance models unsustainable.Digital technologies such as big data and artificial intelligence,endowed with capabilities of precise perception and intelligent collaboration,have become the core means to innovate governance models.In future practice,to exert the positive,sustained,and full-driven role of cutting-edge technologies in the modernization of community governance,it is urgent to clarify the internal logic of technology empowerment,addressing practical obstacles,and advancing governance practice in depth.[Research method]Adopting the analytical framework of"operational mechanism-realistic dilemma-practical strategy",this paper explains the internal logic of digital technology-driven governance from three dimensions:subject synergy,process optimization,and value reconstruction.It analyzes the causes of dilemmas in combination with the practical characteristics of community governance in megacities,and on this basis,explores targeted optimization pathways.[Research conclusion]Currently,digital technologies have promoted the transformation of community governance in megacities from"administrative leadership"to"one-core and multi-elements"subject synergy,from"post-event response"to"risk front-loading"process optimization,and from"neighborly alienation"to"cultural resilience"value reconstruction.However,it is still constrained by dilemmas in governance inclusiveness,data security,and long-term mechanisms.Therefore,it is necessary to implement coordinated measures from dimensions such as bridging the digital divide,strengthening data security protection,and enhancing policy support.Only by building an inclusive governance system,consolidating a full-cycle prevention and control system,and establishing and improving long-term mechanisms can a new paradigm of megacities community governance integrating human-oriented,resilient,and agile characteristics be constructed.关键词
