Abstract
[Research purpose]Enhancing the digital government's service capability is imperative for refining digital government initiatives.However,significant disparities persist across provincial governments.It is crucial to investigate the influencing factors behind these varying capabilities to promote higher standards of public service,thereby addressing evolving societal needs.[Research method]Based on the public value strategic triangle model of"value goal-authorizing environment-operational capacity",this research employs the fuzzy-set Qualitative Comparative Analysis(fsQCA).It examines the combined effects of six conditional variables on the development pathways of digital government service capabilities,using digital governments'service capability data of China's 31 provinces(autonomous regions and municipalities)except Hong Kong,Macao and Taiwan in 2022.[Research conclusion]The findings indicate that digital government's service capabilities are influenced by multiple factors.Four primary pathways leading to high-level digital government service capabilities are identified:goal-oriented,environment-driven,goal-environment synergy,and comprehensive balancing.The study provides significant insights for advancing digital government service capabilities in China.Regional governments should address practical challenges and leverage their unique strengths to formulate tailored development strategies,thereby narrowing inter-provincial disparities.关键词
