The Content,Development and Evaluation of U.S. Foreign-Related Intelligence Surveillance System

Abstract
[Research purpose]The U.S. foreign-related intelligence surveillance system is a powerful tool for realizing hegemony.This paper examines the legislative evolution,institutional characteristics and practical development of the U.S. foreign-related intelligence sur-veillance system,aiming to provide a reference for China in formulating foreign-related intelligence policies.[Research method]Through a general exposition of the main contents of the U.S. foreign-related intelligence surveillance system,a phased summary of the practical development of the U.S. foreign-related intelligence surveillance system,and an analysis of the advantages and disadvantages of the U.S.foreign-related intelligence surveillance system.[Research result/conclusion]The foreign-related intelligence surveillance system in the United States has experienced the development from"bipolar surveillance"to"retaliatory surveillance"and then to"targeted surveil-lance".In the balance between national security and civil rights,it exhibits the characteristics of"American myth"and exposed the es-sence of eroding civil rights and destroying international order.Under the Trump administration's political goal of"America First",the U.S.foreign-related intelligence surveillance system has made new progress.In this regard,our country should uphold China's position un-der the"Global Data Security Initiative",establish a people-centered intelligence surveillance orientation,and clarify the principles and exceptions of foreign-related intelligence surveillance.关键词
