Status,Existing Problems and Countermeasures for Specialized Agricultural Product Insurance

Abstract
With the accelerated modernization of China's agriculture and the continuous advancement of the rural revitalization strategy,specialized agricultural product insurance,as a critical component of the agricultural insurance system,is undergoing a profound transition from policy-driven to market-oriented development.This paper systematically reviews the development background,scope of application,market scale,coverage dimensions,business modes and regional distribution characteristics of specialized agricultural product insurance.Through case studies of Shouguang vegetable-greenhouse insurance and Gutian edible mushroom insurance,it analyzes the practical pathways and effectiveness of index-based insurance modes.On this basis,the study identifies major challenges currently faced by the insurance sector,including insufficient scale,difficulties in risk dispersion,frequent payouts and limitations in product mechanisms.Furthermore,systemamic recommendations are proposed from the perspectives of regional coordination,multi-stakeholder risk sharing and digital empowerment.Finally,by examining trends in policy evolution,product expansion and technological application,the paper outlines future directions for institutional optimization,service capacity enhancement and technology integration in specialized agricultural product insurance,aiming to provide theoretical and policy references for building a multi-level,sustainable and efficient agricultural risk management system.关键词
