Reform of agricultural land property rights system for comprehensive rural revitalization in China
摘要
Abstract
Clarifying the basic logic and direction of the current agricultural land system reform is crucial for the comprehensive revitalization of rural areas,people's well-being,and social stability.This study uses theoretical analysis and inductive deduction methods to comprehensively sort out the development of China's agricultural land property rights system,and clarify the basic logic and orientation of China's agricultural land property rights system reform in the new era.Research has shown that:(1)The property rights system of agricultural land in New China has undergone an evolution of collective management,family management,and various business models under the ownership of farmers and rural collectives.Public ownership has greatly stabilized the foundation of agricultural production in China;(2)Adhering to the collective ownership of rural land is the bottom line for deepening reform,but under the background of comprehensive rural revitalization,the reform of China's agricultural land property rights system still faces challenges such as intensified conflicts between people and land,and low efficiency in sustainable land use;(3)In the future,based on the adherence to institutional,economic,and social logic,we should explore reform plans for the agricultural land property rights system from the aspects of improving the"adjusting profits but not land"model,optimizing agricultural subsidy methods,and correctly handling the relationship between stability and flexibility.We should adhere to the fundamental direction of rural collective land ownership,fully play its regulatory role,ensure fairness and efficiency,and help promote the comprehensive revitalization of rural areas.关键词
