Developing new quality productive forces by land policy innovation:internal logic and realization path
摘要
Abstract
The development of new quality productive forces is an important breakthrough and core focus for achieving high-quality development,and land is the key cornerstone of the development of new quality productive forces.Based on this,the logical reasoning method is used to analysis the internal logic of land policy innovation and development of new quality productive forces,and explore the corresponding realization path of new quality productive forces.The results demonstrate:(1)The essence of land factor allocation is the design of land policy,and the allocation of factors is optimized through land policy innovation to meet the development needs of new quality productive forces;(2)Land policy innovation promotes scientific and technological innovation,greatly improves total factor productivity,optimizes industrial structure,cultivates new industries,and achieves technological revolutionary breakthroughs,innovative allocation of production factors,and in-depth industrial transformation and upgrading through land security,factor'leveraging'and regulatory coordination;(3)The path of land policy innovation includes guiding land policy innovation with demand,optimizing the total factor combination with the'land-man-money-production'system view according to local conditions,improving the effectiveness of land policy innovation with digital empowerment,giving full play to the regulatory role of land spatial planning,and adhering to the organic combination of government regulation and market regulation;(4)In the specific land policy innovation,the content of land policy innovation and the corresponding realization path should be determined according to local conditions on the basis of following the internal logic and combining with the internal demand of new quality productive forces for the optimization of land factor allocation.关键词
