Abstract

The reform of collectively-operating construction land entering the market affects the welfare level of farmers,and there are significant differences in the welfare level of farmers under different land use and compensation methods.Taking Deqing County of Zhejiang Province as an example,based on Amartya Sen's capability theory,this paper uses the fuzzy comprehensive evaluation method to analyze the farmers'welfare effect of collectively-operating construction land entering the market.The results show that:(1)The market entry reform has an important impact on the welfare of farmers.The overall welfare level of farmers has increased by 0.112 after entering the market.Among which,the economic,social and psychological welfare of farmers have been improved,but the ecological welfare level of farmers has declined.(2)Compared with industrial use,the welfare level of farmers increases more when the use of land entering market is dominated by commercial service industry.The welfare level of farmers in the area of commercial service industry increases by 0.140,and the welfare level of farmers in the area of industrial use increases by 0.092.(3)Compared with one-time compensation,the welfare level of farmers in share dividend compensation area increases more.After entering the market,the welfare level of farmers in the share dividend compensation area increases by 0.178,and the welfare level of farmers in the one-time compensation area increases by 0.093.Based on the above results,this paper suggests that strengthening the promotion of collectively-operating construction land entering the market,determining the use of land entering the market according to local conditions,encouraging share dividend compensation,and establishing a long-term distribution mechanism in the future.
