Abstract
Granted-but-unsupplied land is a critical issue in land management;excessive stocks undermine land conservation,increase fiscal pressure,and distort supply planning.This paper reviews national clearance efforts since 2009 and analyzes the rules,outcomes,and implementation challenges of the 2025 round of classified clearance.Findings indicate discrepancies between central and local statistics due to incomplete data,subjective forecasting of future supply,and ambiguous regulations.Six optimization strategies are proposed:Optimizing the cleaning rules,enhancing the scientific basis of land requisition decisions,improving land-use and ownership transfer pathways,establishing a dynamic thematic map for granted-but-unsupplied land,instituting a dynamic approval review mechanism,and formulating technical rules for indicator revitalization.A closed-loop management system,from land approval to disposal and reuse,is essential to promote efficient land use and support high-quality development.关键词
