Abstract

Objective To construct performance evaluation indicators for head nurses in the context of hospital high-quality development,providing a standardized and quantifiable basis for their performance evaluation.Methods Using the"prime&fundamental balanced scorecard"as the theoretical framework,head nurse performance evaluation indicators and the weight of each indicator were determined through literature review,semi-structured interviews,Delphi method and analytic hierarchy process.From July to December 2023,154 nurse administrators in a Grade Ⅲ-A hospital participated in the test of the performance evaluation system.Results The effective response rates for both rounds of expert consultations were 100%.The experts'judgment coefficient(Ca)was 0.88,the familiarity coefficient(Cs)was 0.88,and the authority coefficient(Cr)was 0.88.In the second round,the coefficients of variation for indicators at all levels were<0.24,and scores for indicators at all levels in terms of importance,feasibility and accuracy were>4.2 points.The final performance evaluation indicators for head nurses comprised 2 first-level,11 second-level,and 43 third-level indicators.Among the second-level indicators,nursing talent building(38.43%)and nursing research and innovation(38.5%)had the lowest score rates,with a 90%pass rate for head nurses.Conclusion The performance evaluation indicators for head nurses,developed based on the prime&fundamental balanced scorecard in the context of high-quality development of public hospitals,are scientific,reasonable,and comprehensive.They provide a basis for the performance management of head nurses and promote the high-quality development of hospitals.
