摘要

Abstract

The governance of higher education evaluation is the core of the modernization of the national education governance system.This article compares the governance logic of the United States,the United Kingdom,Germany,and France,analyzes international experience from the perspectives of power structure,value orientation,operational mechanism,and result application,and combines it with Chinese practice to reveal the characteristics of the evaluation system with Chinese characteristics.China has formed a mode of"central coordination-local synergy-diversified participation".Drawing on international experience,this paper proposes such paths as building a three-level classification system,cultivating third-party institutions,building a smart data platform,and building a"the Belt and Road"evaluation discourse system,in order to promote the transformation of evaluation from scale oriented to connotation oriented,and provide solutions for the modernization of higher education governance.
