Social Assistance for the Entire Life Cycle of Hydropower Project Resettlement
摘要
Abstract
Providing comprehensive social assistance throughout the entire life cycle of resettlement in hydropower projects is instrumental in overcoming the constraints posed by resettlement,maintaining social stability,and promoting the high-quality and sustainable development of hydropower projects and resettlement efforts in China.Currently,while there are phased assistance measures in place for resettlement,there is a lack of holistic consideration for the entire life cycle of resettlement,resulting in an absence of a systematic assistance framework.This study defines the life cycle of hydropower project resettlement,outlines the main activities at each stage,analyzes the current assistance needs throughout the life cycle,and constructs a life cycle assistance system that clarifies the target groups,assistance content and responsibilities of the assisting entities.It is recommended to establish a resettlement assistance platform,improve the responsibility sharing mechanism of government,enterprises and society,implement a dynamic intervention mechanism for the whole life cycle,and promote the accurate,hierarchical and classified assistance of hydropower project resettlement.关键词
