From Political Work to Armed Struggle:The Organizational Evolution and Functional Transformation of the Military Department of the CPC Central Committee(1925-1927)

Abstract
During the Great Revolution,the Central Military Department was a military leadership organ established by the CPC under the triple influence of the external guidance from the Comintern,the evolution of its own understanding of revolutionary militarization,and the pioneering practice of the Military Commission of the Guangdong Regional Committee.At the initial stage of its establish-ment,although the Military Department of the CPC Central Committee was nominally in charge of the national military work in an overall manner,it was actually in a marginalized position due to in-sufficient attention from the CPC Central Committee and the lack of resources.The local military or-gans took on the responsibility of substantial combat preparations.During the Northern Expedition,the organizational network of the Military Department expanded.It carried out political work,united front work related to military movements,prepared behind-the-enemy-line work,and thus con-tributed to the advancement of the Northern Expedition.With the right-wing of the Kuomintang ex-cluding the CPC,the Military Department gradually shifted its focus to armed struggle.The Special Military Commission led by Zhou Enlai commanded the Third Shanghai Workers' Uprising.After the"April 12"counter-revolutionary coup,the Military Department was reorganized urgently,as-signed military cadres,integrated the armed forces led by the Party,and attempted to save the criti-cal situation through uprisings.In this process,the Military Department of the CPC Central Commit-tee continuously improved its organizational construction,gradually established an organizational net-work covering major revolutionary areas,strengthened centralization of authority through measures such as the special commissioner system and the vertical deployment of cadres,defined the relation-ship between local party organizations and military party organizations,and tried to establish a verti-cal command system.The Military Department during the Great Revolution reserved talents for the CPC to carry out armed struggles,laid the foundation for the Nanchang Uprising and the Autumn Harvest Uprising,and its exploration on the relationship between the Party and the military laid the foundation for the later principle of"the Party commands the military"in the future.关键词
