山东省能源转型政策演进及协同效应研究
The Policies Evolution and Synergistic Effects on Energy Transition of Shandong Province

Abstract
The implementation of energy policies to address climate change can help reduce greenhouse gas emissions and protect the ecological environment.As a large carbon emission province,Shandong Province's energy policy deployment and energy transition planning program deserve attention.In this paper,we analyze the historical evolution trend of energy policies in Shandong Province,clarify the focus of future energy transition policies,and explore the coupling effect and collaboration mechanism among different energy policies.The results show that the marginal cost of carbon reduction under the synergistic policy scenario is significantly lower than that under the single policy scenario.Benefiting from the consistency of policy objectives,the complementarity of policy instruments and the similarity of policy environments,there are obvious synergies between electrification and renewable energy development policies,carbon pricing and renewable energy development policies,and energy efficiency improvement and carbon pricing policies.Compared with the independent implementation of the above policies,the average annual marginal carbon cost of energy transition is reduced by 28.87%,23.35%,and 27.84%,respectively,when they are implemented in combination.In the future,Shandong Province should deploy en-ergy policies that focus on energy efficiency and carbon pricing in the early stage of the energy transition;deploy more in-depth electrifi-cation and introduce CCS in the middle stage of the energy transition;and focus on electrification and carbon pricing in the late stage of the energy transition,while combining renewable energy substitution and CCS.关键词
