The Mediating Approach and Narrative Logic of Transforming Finance to Drive Low-carbon Development in High Carbon Industry

Abstract
Against the backdrop of the climate crisis,promoting carbon reduction and emission reduction in high carbon industries is the logical guideline for China to achieve its"dual carbon"strategic goals.Financial instruments,as an important tool to enhance the effi-ciency of green industries and facilitate the low-carbon transformation of high carbon activities,have multidimensional service effective-ness.Based on the constraints of large funding gaps,insufficient internal driving force,difficult financing,and high emission reduction barriers in low-carbon development of high carbon industries,this study focuses on the characteristics of high flexibility,strong adapta-bility,and wide reach of transformational finance.Through conceptual definition,case comparison,and operational mode analysis,the mechanism of its role in promoting carbon intensive enterprises to reduce carbon emissions is clarified,and the mediating methods of transformational finance in areas such as carbon reduction benchmarks,evaluation rules,and screening methods are defined from a macro perspective.On this basis,it is proposed to build a Chinese style transformational finance service system around policy dividend release,financing channel construction,and carbon finance resource allocation,in order to provide financial support for the green up-grading of high carbon industries.关键词
