Enhancing China's Regulatory Framework for Voluntary Greenhouse Gas Emission Reduction Trading:Extraterritorial Experiences and Pathway Optimization

Abstract
The national voluntary greenhouse gas emission reduction trading market serves as a crucial policy instrument for China to a-chieve the"dual carbon"goals,and the enhancement of its regulatory framework is of significant importance.At present,the major ex-traterritorial voluntary carbon market mechanisms-such as the Verified Carbon Standard,the Gold Standard,and the American Carbon Registry-exhibit certain commonalities in managing project non-permanence risks,ensuring public participation and oversight,and fa-cilitating linkages with other carbon markets.However,regulatory deficiencies have resulted in an overestimation of the actual mitiga-tion efficacy of voluntary emission reductions,thereby generating a credibility crisis.Drawing on extraterritorial experiences,China should adopt the concept of appropriate regulation and establish a multi-tiered governance pattern that integrates government oversight,market self-regulation,and public supervision.Priority should be given to reinforcing permanence safeguards for emission reductions,exploring integration pathways with leading extraterritorial voluntary carbon markets,and,where appropriate,relaxing restrictions on the proportion of carbon emission allowances eligible for offsetting.Such measures would bolster market dynamism and trustworthiness,thereby ensuring that the national voluntary greenhouse gas emission reduction trading market effectively contributes to the attainment of the"dual carbon"goals.关键词
