The Construction of an Evaluation Index System for Energy-Focused Universities Serving Regional Green,Low-Carbon,and High-Quality Development

Abstract
In the context of global climate change and China's"dual carbon"goals,energy-focused universities,with their unique strengths in energy science and technology innovation and talent cultivation,have become key drivers of regional green,low-carbon,and high-quality development.Scientific evaluation of their contributions is of great significance for optimizing institutional positioning and enhancing service effectiveness.This study,drawing on systems theory,higher education function theory,and synergy theory,a-dopts a mixed approach integrating literature analysis,theoretical deduction,and expert consultation to construct an evaluation system consisting of 57 indicators by integrating.The system features a dual-dimensional evaluation framework:the internal dimension of green and low-carbon development level encompasses 4 sub-dimensions with 18 indicators,primarily evaluating universities'own green trans-formation status;the external dimension of green and low-carbon contribution includes 5 major functional domains with 39 indicators across,focusing on assessing universities'substantive driving effects on regional development.The indicator framework employs a three-tier progressive design from the foundational support tier to the core contribution tier and then to the distinctive development tier,measuring universities'capability,contribution level,and distinctive advantages respectively.Beyond the traditional categories of in-put,process,and output indicators,five new categories of impact,capability,synergy,relevance,and quality are introduced,reflec-ting a shift in evaluation orientation from output to impact and from quantity to quality.Finally,the study highlights differentiated appli-cation strategies tailored to different types of universities.关键词
