Abstract
In July 2025,the Chinese government successively issued regulatory policies targeting the"price war"and"autonomous driving"in the new energy vehicle(NEV)industry,marking a significant shift in the logic of industrial regulation.The study argues that these two policies are key turning points for China's NEV industry to transition from the"first half"focused on scale expansion to the"second half"emphasizing quality and sustainable development.The core logic lies in regulating market competition order(anti-price war)and clarifying the risks of frontier technologies(autonomous driving regulation)to jointly underpin and delineate the high-quality development of the whole industry.This study first analyzes market data in recent years to demonstrate the necessity of the policy issuance.It then delves into the dual regulation to explore the transformation of the government's governance paradigm from"supporting growth in scale"to"guiding quality improvement".Finally,the paper analyzes the policy impacts from multiple dimensions,including market competition structure,corporate business strategies,core technology innovation,and consumer relations.It concludes that the policy will accelerate market integration,push companies to shift from price wars to value wars,guide technology research and development back to rationality,and rebuild market trust.The research findings indicate that this round of policy adjustments will reshape the short-term ecosystem of China's NEV industry and lay the institutional foundation for its long-term and sustainable leadership in global competition.关键词
