Abstract
In the global wave of open science governance,open science monitoring has become an indispensable component of the open science ecosystem.Systematically analyzing the development process and operational characteristics of Finland's open science monitoring system provides a reference for China's related system construction.Employing a literature review approach,the study examines Finland's practices across dimensions including monitoring subjects,indicator systems,data collection,evaluation methods,and result presentation.The study reveals that Finland has progressively developed a monitoring model characterized by international alignment,policy coordination,institutional collaboration,and public participation.By aligning with the European Union and international standards,fostering policy coordination and cross-institutional cooperation,and emphasizing process transparency and public engagement,Finland has effectively enhanced the credibility and practical value of its monitoring outcomes.Based on China's developmental realities,further suggestions are put forward to propel China's open science monitoring from conceptual development into substantive implementation,such as promoting the development of open science,building a hierarchical organizational structure,promoting infrastructure construction,and improving the monitoring and evaluation system.关键词
