基于变权TOPSIS的城市轨道交通运营水平评价研究
Research on Evaluation of Urban Rail Transit Operation Level Based on Variable Weight TOPSIS

Abstract
To quantify the dynamic changes in urban rail transit operation levels,38 indicators from seven aspects-basic,passenger flow,operation,safety,service,energy consumption,and financial-were selected to construct an evaluation index system for urban rail transit operation levels.Using the entropy method,a penalty variable weight function under the concept of variable weight was introduced to determine indicator weights,establishing a variable weight TOPSIS evaluation model for urban rail transit operation.Taking China's urban rail transit system as a case study,an empirical analysis was conducted to examine the operation levels under four evaluation methods,including TOPSIS and comprehensive index evaluation,before and after applying variable weights.The results showed that China's urban rail transit operation levels exhibited a consistent trend toward the ideal state from 2014 to 2023.Across all four evaluation methods,the 2014 results were the least ideal,the 2023 results were the best,and a minor peak occurred in 2021.The weights adjusted by the variable weight method could more reasonably reflect the dynamic development levels and accurately identified the key factors restricting urban rail transit operation each year,including the average travel speed and traction energy consumption ratio in 2015;the proportion of cities achieving planned fulfillment rates of 100%or higher in 2016;the average traction energy consumption per passenger-kilometer in 2017;the average total electricity consumption per passenger-kilometer in 2018;the proportion of non-subway transit systems in 2020;and the punctuality rate in 2021.Meanwhile,the number of green urban rail transit policies and force majeure events,such as public health emergencies,significantly affected operation levels.Implementing measures such as promulgating more green urban rail transit policies and improving service quality could facilitate steady growth in passenger volume,reduce energy consumption,improve emergency response capabilities,and further promote the sustainable development of urban rail transit operations.关键词
