"全球南方"赋能联合国改革:基础、路径与前景
The Global South Enables UN Reform:Foundations,Pathways and Prospects

Abstract
With the frequent occurrence of regional conflicts and the continuous emergence of new global challenges,the authority and effectiveness of the multilateral governance framework with the United Nations at its core have been seriously undermined,making it difficult to adapt to the growing trend of political po-larization worldwide.At present,the collective rise of the Global South has brought about a valuable oppor-tunity to promote the reform of the United Nations.In terms of the foundation of empowerment,strong politi-cal will,increasing economic strength,and the organizational capacity built through international multilater-al mechanisms have shaped the endogenous driving force of Global South empowerment.The break-down of value basis for the issue of"historical injustice",coupled with the practical needs of the international com-munity against the backdrop of governance failures by major Western powers,constitutes favorable external conditions.Based on their will,capacity,values and political foundations,the Global South empowers UN reform through four pathways:building a network of issue alliances to promote agenda-setting,leveraging new ideas and new rules to seek for rule-making power,integrating resources to provide international public goods,and adopting multiple ways to secure political support from Western countries.Although the Global South faces multiple institutional and structural obstacles in supporting the UN reform,it can still steer the UN toward a more reasonable,inclusive and efficient direction,thereby enhancing the role of the UN as the core of global governance.China will also uphold the vision of a community with a shared future for mankind and continue to promote the significant role of Global South in the global governance system with the United Nations at its core.关键词
