The Governance Dilemma of Food and Agriculture in the Global South:Causes Analysis,Reform Explorations,and China's Responses

Abstract
Ensuring food security and promoting sustainable agricultural development are directly linked to the foundation of human survival and future progress,positioning global food and agriculture governance as an important component of the global governance architecture.The establishment of a new global food and agriculture governance order that is more inclusive,equitable,and effective is a matter of general concern for the Global South.This also represents a key focal point for China to fulfill its responsibilities as a major power,strengthen development cooperation with the Global South,and create a favorable external environ-ment for its own agricultural and rural development. In the current era of highly interconnected global agricultural value chains,the Global South faces gov-ernance dilemmas stemming from a complex interplay of internal and external factors.These challenges are prominently manifested in several key areas:subpar food security,low agricultural productivity,insufficient competitiveness in agricultural trade and investment,and the exacerbation of non-traditional threats and technological gaps.This situation is closely intertwined with domestic challenges within Southern countries,such as persistently high poverty rates,excessive population growth,limited governance resources,and in-adequate resilience to risks and disasters,and is also profoundly affected by frequent conflicts and wars.However,the root cause lies in the long-term marginalization of the Global South within the global food and agriculture governance system,which has rendered the efforts of many Southern countries to address food security and agricultural development issues ineffective. In response to these issues and challenges,the Global South has been actively promoting the reform of the global food and agriculture governance system through various means.This includes taking a proactive role in the provision of global public goods for food and agriculture governance,advancing the refinement and implementation of global governance rules,and leveraging various multilateral platforms to voice calls for reform.This process is gradually leading to the formation of a governance model with"Southern charac-teristics". The Chinese government has proposed to"prioritize the development of agriculture and rural areas"and has increasingly recognized that a sound global food and agriculture governance environment is crucial for achieving this strategic objective.For China,in order to better collaborate with the Global South in ad-vancing such reform,it is essential to take food security and poverty reduction as core strategic pivots.It is also of great importance to highlight the role of international rules,make full use of multilateral platforms such as the Food and Agriculture Organization of the United Nations(FAO),and strengthen research relat-ed to global food and agriculture governance.关键词
