技术扩散视角下中美在东南亚人工智能政策的比较研究
A Comparative Study of Chinese and American Artificial Intelligence Policies in Southeast Asia from the Perspective of Technology Diffusion

Abstract
Artificial intelligence(AI)technology,as the core driving force of the new wave of scientific and technological revolution,has become a pivotal instrument for nations to enhance economic strength and ex-pand competitive advantages.The resulting technological diffusion has further accelerated the digital trans-formation of national industrial layouts.Theoretically,technological diffusion encompasses industrial layout,technology promotion,and the formulation of industry standards,emphasizing the technological interactions among diverse actors,including nation-states.Practically,the AI policies of China and the United States constitute critical components of the two countries'technological diffusion.The U.S.government has imple-mented a series of industrial outsourcing strategies in Southeast Asia,characterized by building industry al-liances,attempting to achieve global technological expansion and standardization—a logic rooted in the tra-dition of unipolar hegemony.In contrast,China continues to promote a diversified overseas expansion-ori-ented AI industry diffusion strategy,prioritizing technological collaboration and indigenous innovation.This approach aims to foster sustainable development of regional AI capabilities and advance the practical imple-mentation of the vision for a community with a shared future for mankind in Southeast Asia.The comparative analysis of China-U.S.AI policies reflects fundamental divergences in developmental philosophies,while underscoring the strategic significance of technological diffusion in shaping international relations in the AI era.关键词
