Abstract
Institutional power,with its dual attributes of power and tool,gives small States a'weapon of the weak'in the international power landscape.As a small country in the international community,the Arctic nation of Norway has a geographical advantage in the use of institutional power in Arctic governance,and Norway's practice of taking over the chairmanship of the Arctic Council provides a case study for exploring the use of institutional power by small countries.From the viewpoint of motivation,Norway's use of institu-tional power is driven by factors such as national image,great power games,and the system itself;from the viewpoint of path choice,under the constraints of small state power and geopolitical influences,Norway a-dopts a step-by-step approach to use institutional power;from the viewpoint of benefits,Norway's use of institutional power is an effective combination of realizing its national interests and maintaining the stability of the system.In the context of the regional geopolitical crisis of the Ukraine crisis,Norway's active chair-manship of the Arctic Council has enriched the practice of institutional power in a small country.关键词
