Abstract
[Purpose/Significance]This study employs the difference-in-differences method to evaluate the impact of cross-regional collaborative development policies on the innovation quality in regional science and technology(S&T).The aim is to provide a scientific basis for enhancing regional S&T innovation policies and promoting sustainable,coordinated development.[Method/Process]The paper analyzed the 2014 cross-regional coordinated development policy within the Yangtze River Economic Belt as a quasi-natural experiment.Utilizing panel data from 332 prefecture-level cities in China,spanning 2003 to 2021,the modified offsets and shares method assessed the dynamic structure of regional innova-tion quality and its contribution to growth.Empirical analyzed employ propensity score matching and difference-in-differences techniques.[Result/Conclusion]Findings indicate that the cross-regional collaborative development policy sig-nificantly enhances the quality of regional S&T innovation,with conclusions robust across various sensitivity tests.Mecha-nism analysis identifies three primary pathways through which the policy influences S&T innovation quality:increasing R&D investment,fostering talent aggregation,and catalyzing technology R&D project establishment.Heterogeneity analy-sis reveals a stronger policy effect on innovation quality in eastern and central regions.Additionally,the study highlights the policy's inclusivity,particularly in its pronounced impact on elevating innovation quality in non-key cities.关键词
