Value Orientation,Reality Dilemma and Optimize Path for High-Quality Development of New-Type University Think Tanks in the New Era

Abstract
The Third Plenum of the 20th Central Committee of the Communist Party of China called for the establishment of a sound system for experts to participate in public decision-making.In the new era,the new-type university think tanks are positioned to revitalize the nation through intellectual leverage,inform policymaking through intellectual capital,nurture talent through intellectual cultivation,drive implementation through intellectual engagement.Their core functions encompass addressing strategic demands for national rejuvenation,serving top-level decision-making in state governance,and expanding human capital for modernization endeavors.However,the construction of new-type university think tanks still faces practical contradictions in the development process,such as being constrained by disciplinary construction,a gap between research results and user demand supply,a paradox in the relationship between universities and libraries,and a generalization of quantity and a decline in quality.The high-quality development path of new-type university think tanks should adhere to their strategic positioning of freedom,independence,and openness,innovate interdisciplinary communities that integrate multiple disciplines,improve the governance system for evaluating university think tanks,and promote the balance between academic and practical achievements in the transformation of new-type university think tanks achievements.关键词
