How Does the Green Finance Reform and Innovation Pilot Zone Policy Influence Urban Transition to a Low-Carbon Economy:A Perspective of New Structural Environmental Economics

Abstract
The green financial reform and innovation pilot zone is a key initiative to advance China's green finance reform and achieve the dual carbon goals.Using data from 281 prefecture-level and above cities from 2003 to 2022,this paper measures the level of urban transition to a low-carbon with a super-efficiency EBM-GML model incorporating undesirable outputs,and evaluates the policy's impact through a difference-in-differences approach.From the perspective of new structural environmental economics,the analysis applies moderated mediation and sequential mediation models to explore the underlying mechanisms,along with heterogeneity tests.The results show that the policy significantly promotes urban transition to a low-carbon,with industrial structure upgrading serving as a critical mediating factor,and environmental regulation exerting a significant moderating effect.Factor endowment drives industrial upgrading through a chain transmission mechanism,further strengthening the policy's effect on transition to a low-carbon.Heterogeneity analysis indicates that the policy's impact is more pronounced in coastal,central,and key environmental protection cities.Based on these findings,the paper recommends enhancing the quality and coverage of pilot zone policy and fostering synergy between an enabling government and an effective market,so as to provide empirical evidence and policy insights for achieving the dual carbon goals.关键词
