Comprehensive Revitalization of Western Higher Education:An Endogenous-Driven Model

Abstract
The strategic goal of comprehensive revitalization of Western higher education cannot be achieved through a simple combination of several measures;there is an urgent need to form an integrated framework to enhance the synergy of various elements and improve the system's efficiency.After years of transfusion-style investments,the transformation of the development model and the enhancement of the hematopoietic function of higher education in Western China have become increasingly prominent,raising the issue of endogenous development.Current research on the revitalization of Western higher education,whether employing the"higher education-regional economy"coordinated development model,the"problem-solution"model,or index evaluation models,fails to address the comprehensive,deep-seated,and systemic requirements of the revitalization.Therefore,it is necessary to construct a new theoretical framework.Based on the perspective of ecosystem view and global vision,the study focused on the research object of"higher education in the Western region"and identifies three forces from three respective aspects:institutional productivity from the individual institution level,higher education integration capacity from the higher education system level,and environmental support capacity(Cohesive Forces)from the development environment level.Regarding the overall goal of"comprehensive revitalization,"the paper proposed core competitiveness,regional contribution power,and external influence(endogenous-driven)from three dimensions:local,regional,and global.This results in an endogenous-driven framework consisting of6 major power sources,2 directions and 14 elements.Subsequently,using systems thinking methodology,the operational mechanism of the endogenous power was analyzed,and a system flow diagram was drawn,preliminarily constructing an endogenous-driven model for the comprehensive revitalization of higher education in the Western region.This model not only integrates various elements but also serves as a diagnostic tool for assessing the current situation.Based on the model and utilizing publicly available data,a diagnosis of the revitalization and development of higher education was conducted in Western China.The results indicate that the internal cohesion of higher education in Western China remains weak,primarily manifested in the overall low productivity of institutions and severe developmental imbalances both among institutions and provinces.The integration of higher education is largely confined to provincial boundaries,characterized by limited networks,few collaborative activities,and significant inter-provincial disparities.Environmental support is limited,with a weak sense of regional community,relatively low financial investment showing a declining trend per province,and minimal social funding.The endogenous driving force has not yet to fully emerge,as it is still too early to discuss its core competitiveness,regional contributions,or external influence,pending further practical advancements and the continuous enhancement of internal cohesion.关键词
