From Monopolistic Dominance to Collaborative Embeddedness:The Evolutionary Logic of China's Healthcare System Reform and Future Pathways for Health Governance
摘要
Abstract
The healthcare system constitutes a core component of the health governance framework.From the perspective of embedded interactions among the government,market,and society,this study develops an analytical model for their coordinated and embedded collaboration.By examining the evolution of healthcare reform policies in China since the founding of the People's Republic,this paper reveals the embedded combinations and dynamic evolution among governmental,market,and societal mechanisms across different periods.It categorizes the reform process into three phases:the phase of"comprehensive government domination in healthcare"characterized by administrative control;the phase of"marketization of healthcare"featuring selective government intervention;and the phase of"managed marketization"defined by market mechanisms under administrative oversight.China's healthcare reform practice demonstrates that a development model monopolized by a single force,be it the government or the market,is inadequate for achieving sustainable progress in the healthcare sector.The failure of coordination between government and market mechanisms in the realm of health governance has created opportunities for the embedding of societal mechanisms.Consequently,as the healthcare system reform continues to deepen,constructing a collaboratively embedded mechanism involving the government,the market,and society represents an imperative logic for advancing China's modernization of health governance.关键词
