Abstract
[Purpose/Significance]In the digital era,smart pension solutions have emerged as an effective ap-proach to addressing the challenges of an aging population.By analyzing the content of current policy documents,we can gain theoretical insights and practical guidance to foster the development of China's smart pension indus-try.[Method/Process]Drawing upon the perspective of policy tools and examining the pension planning texts from 30 provinces(autonomous regions and municipalities)during the 14th Five-Year Plan period,this paper uti-lizes content analysis and cluster analysis to elucidate the usage characteristics and synergistic applications of pro-vincial smart pension policy tools.Additionally,it investigates the biases inherent in these policies and proposes optimization strategies to enhance their effectiveness.[Result/Conclusion]The findings reveal significant imbal-ances in the utilization of policy tools for provincial intelligent elderly care.Specifically,there is an over-reliance on supply-based policy tools,insufficient adoption of demand-based policy tools,and a lack of coordination in the internal application of policy tools.The combination of policy tools empolyed by provinces can be categorized into four types:consumption guidance,environment construction,product innovation,and service optimization.To further enhance intelligent elderly care policy,future efforts should focus on optimizing the structural compo-sition of policy tools,coordinating the internal application of policy tools,and strengthening the application of demand-based policy tools.关键词
