我国个人隐私保护政策文本量化分析
Quantitative Analysis of the Texts of China's Privacy Protection Policies:Based on the Three-Dimensional Framework of"Instrument-Topic-Object"

Abstract
[Purpose/Significance]Privacy protection has become a focal point of public attention,and it is of great significance to conduct a quantitative study on the text of privacy protection policy to improve the poli-cy design.[Method/Process]This study employs policy measurement method to analyze the structural features such as issuance time,issuing authorities and and document types.Additionally,it utilizes content analysis and text mining method to examine policy themes.The BERTopic model is applied to wxtract policy themes.Chi-na's privacy protection policies are analyzed from three dimensions of policy tools,policy themes and policy stakeholders.[Result/Conclusion]China's privacy protection policy has the problems of unbalanced distribu-tion of policy tools,obvious focus of policy themes,and unbalanced participation of policy objects.This paper puts forward the relevant suggestions:Optimize the combination of policy tools to realize the complementary advantages of policy tools;Balance the focus of policy themes,and play the best effect of the combination of policy tools;Realize the balance of participation of policy objects,and build an ecological system of privacy protection.关键词
