The Spatial and Temporal Evolution Mechanism and Diffusion Path of China's People's Fundamentals Livelihood Security Policy

Abstract
[Purpose/Significance]The construction of fundamentals livelihood security is a key measure to consolidate the foundation of common prosperity.Systematically analyzing the space-time evolution mechanism and diffusion pathways of the fundamentals livelihood security policies is of great significance for improving the social security system.[Method/Process]Based on the policy diffusion theory,this paper analyzes the policy texts of 371 fundamentals livelihood security policies,summarizes the characteristics and mechanism of space-time evolution of policies,and explores the diffusion mode and influencing factors of policy diffusion.[Result/Conclusion]In the temporal dimension,the diffusion curve of provincial administrative units and policy texts is similar to S-shape;in the space dimension,the class effect and space spillover effect of pioneering-following are significant;in the path,vertical absorption,hierarchical diffusion and horizontal learning,competition,imitation are in parallel.The vertical diffusion is divided into government level absorption and administrative instruction mechanism,and the horizontal diffusion is divided into the dynamic diffusion composed by problem orientation and system drive and the content diffusion with policy innovation.Therefore,this paper puts forward the policy suggestions of promoting regional demonstration construction,playing the role of assessment and incentive,and building a sustainable support network.关键词
