Research on the Bottleneck and the Improvement of Its Cracking Ability of Public Decision-making Service Quality of Think Tank in the New Era

Abstract
[Purpose/Significance]The world is undergoing profound changes unseen in a century,and China's development has entered a period where strategic opportunities and risks coexist,with more uncertainties and unpredictable factors.Therefore,while leveraging the decision-making advantages and governance capabili-ties of Party and government institutions,it is necessary to fully deepen the public decision-making consultation and service functions of think tanks,social organizations,etc.,to assist in making scientific and efficient decisions.This is also the inevitable path for deepening the reform of the national governance system and promoting the modernization of national governance capabilities.[Method/Process]Through the comprehensive analysis of research methods such as literature research,field research,conference discussion and questionnaire survey,this paper explores the problems existing in the public decision-making service of think tanks in the new era,and puts forward countermeasures and suggestions to improve the ability,quality and efficiency of think tanks'public de-cision-making service.[Results/Conclusion]In the new era,the breakthrough of the quality bottleneck of public decision-making consultation services provided by think tanks can be achieved from six aspects.Namely,think tanks should clearly target orientation and highlight their own advantages;focus on the introduction and training of high-level policy advisory talent;innovate the management mechanism of think tanks;improve the means and methods of policy advisory;strive to improve the quality of policy advisory services;and streamline the mecha-nism for the transformation of policy advisory service outcomes.关键词
