The Analysis of the Scientific and Technological Development Strategy of NATO Cognitive Warfare and the Enlightenment of Information Work

Abstract
[Purpose/Significance]Cognitive warfare is a"battle for the brain"that takes information as its core tool to systematically manipulate the cognitive system of target groups.Driven by the integration of emerging technologies,it has become a principal arena of great-power competition.Breaking the Western monopoly on discourse and theory in the field of cognitive warfare and gaining a first-mover advantage in countermeasures have become urgent and critical tasks for intelligence work.[Method/Process]Through comprehensive literature review,this paper clarifies the conceptual connotations of cognitive warfare and traces the development of NATO's cognitive warfare strategy.From the perspective of science and technology development strategy,it interprets the scientific and technological framework through network research,summarizes the science and technology development strategy of NATO to cope with cognitive warfare,and puts forward some revelatory suggestions on how to respond to cognitive warfare for information work.[Result/Conclusion]The study proposes building an intelligence work model that integrates frontier technology identification with risk assessment,developing scenario-based"smart"intelligence systems for cognitive-warfare defense,and advancing indigenous intelligence theory with Chinese characteristics and breaking the information hegemony that dominates the cognitive domain.关键词
