A Study on Strengthening the Decision-Supporting Capability of Party Committees' Information Work in Universities from a Policy Evaluation Perspective

Abstract
[Objective/Significance]This study examines and evaluates the current information work system of university Party committees from a policy evaluation perspective.It explores strategies to optimize institutional mechanisms in order to strengthen the role of Party committee information work as a primary channel among various policy advisory frameworks in universities.The aim is to enhance universities'capacity to provide effective decision-support services for high-quality national and regional development.[Method/Process]Through statistical analysis and policy text review of the information work systems in 33 universities,this study identifies the current institutional landscape and existing challenges in decision-support functions.By introducing the theoretical framework of"embeddedness",it proposes an ideal mechanism for integrating university Party committees'information work into government decision-making processes.[Result/Conclusion]The findings reveal several key issues in current decision-support mechanisms,including insufficient political positioning,outdated system updates,imprecise service orientation,and inadequate incentive measures.In response,this paper proposes the construction of a university-local linkage mechanism,comprising sub-mechanisms such as response and feedback,demand alignment,achievement transformation,and incentive assurance.It further recommends enhancing organizational support and resource integration,deepening university-local collaboration,and emphasizing the political leadership and systematic integration of the Party committees,while deepening talent team development and incentive safeguards for decision support,to improve the quality,efficiency,and contribution of university decision-making advisory services.关键词
