摘要

Abstract

Confronted by challenges including rapid knowledge obsolescence,evolving occupational structures and population aging,establishing a ubiquitous and accessible lifelong education system is crucial for educational modernization,social equity and individual development.Powered by digital technology,the ubiquitous and accessible lifelong education system shifts education from location-bound to universally accessible,overcoming constraints of time,space,and resources.Key drivers for the development of ubiquitous and accessible lifelong education system include the shortening knowledge half-life,regional development gaps,and growing demand for lifelong learning rights,which shift education from phased provision to continuous,personalized support.By integrating AI,virtual reality and big data,and through multi-stakeholder collaboration and institutional support such as credit banking and diversified funding,a ubiquitous and accessible lifelong education system that is sustainable and learner-centered can be formed to foster inclusive social progress.
