Abstract
Since the"14th five-year plan"period,Suqian City has closely followed the water governance philosophy of"prioritizing water conservation,achieving spatial balance,conducting systematic governance,and making both hands work",coordinated industrial water conservation and reclaimed water utilization,and promoted the intensive and economical use of water resources by improving the institutional system,enhancing technological upgrading,stimulating endogenous motivation,and conducting comprehensive publicity and promotion.By analyzing the implementation effects of Suqian City's water saving society construction plan during the"14th five-year plan"period,this study sorts out the problems existing in water saving work in major water consuming sectors such as agriculture,industry,and urban life,and puts forward targeted suggestions and countermeasures for Suqian's future water saving society construction.This aims to explore a path for sustainable water resource development for typical water scarce regions and large agricultural cities.关键词
