完善粮食安全法律体系的若干思考
Some Thoughts on Improving the Legal System for Food Security
摘要
Abstract
The implementation of the Food Security Assurance Law of the People's Republic of China has established a well-structured and clearly defined collaborative governance system,and with its leading position,which has resolved long-standing institutional conflicts,marking the continuous improvement of China's food security legal system.However,the current legal system has system conflicts and coordination obstacles in aspects such as concept definition,legal hierarchy,institutional connection and coordination mechanism.To this end,Integration should be carried out under the guidance of the Food Security Assurance Law of the People's Republic of China,improving legal concepts and terminology and aligning discourse systems;clarifying legal hierarchy and applicable relationships,and delineating the boundaries of rights and responsibilities;institutionalizing inter-departmental coordination and strengthening procedural rules to enhance closed-loop governance.This will establish a food security legal system characterized by clearly defined rights and responsibilities and efficient operation,achieve a transition from"formal integration"to"substantive coordination",and provide solid legal guarantees and institutional support for national food security.关键词
