High-Quality and Full Employment of the Working-Age Population:Connotations,Current Problems and Strategies

Abstract
High-quality and sufficient employment among the working-age population is crucial for promoting individuals'all-round development,advancing high-quality economic growth,and achieving common prosperity.Based on a systematic review of the theoretical connotation and practical significance of high-quality and full employment,this study draws on data from national censuses and statistical yearbooks to analyze employment characteristics and trends of China's working-age population from four dimensions:total employment,employment structure,employment equity and employment protection.The findings show that although the overall employment scale remains high,labor force participation ratio has declined significantly and overwork is widespread.The employment structure is gradually optimized,but the proportion of traditional services is high and the efficiency of person-job matching is low.Gender,age,and regional disparities in employment equity are insufficient.Although labor security supervision has made progress,the protection of flexible employment and the rights and interests of key groups still have shortcomings.The employment system still faces multiple challenges:on the supply side,there are problems such as aging age structure,imbalance of skill capital,and lagging employment concepts;on the demand side,traditional industries have weakened absorption capacity,insufficient technological substitution,and labor market segmentation;at the institutional level,there are discriminatory barriers and insufficient employment support for key groups.To address these issues,this paper calls for optimizing the modern human resource system to improve supply-side adaptability,building an employment-friendly development model to expand diverse employment opportunities,and strengthening employment protection systems to safeguard the rights of key populations,so as to lay a solid foundation for achieving high-quality and full employment.关键词
