Practice and System Construction of Drone Delivery Regulatory Sandbox

Abstract
As the low-altitude economy rises as a national strategic emerging industry,drone delivery,one of its core application scenarios,is accelerating its implementation.The integrated development model of"low-altitude+rail transit"has emerged,bringing unprecedented challenges to the regulation of aircraft.Against this backdrop,the UK was the first to introduce the"regulatory sandbox"system from the financial sector into the regulation of drone delivery.Although China has conducted pilot explorations of the regulatory sandbox,a unified system has not yet been formed.The drone delivery regulatory sandbox,as a legal exemption mechanism that balances technological innovation and regulatory control,mainly consists of an entry mechanism,a testing and evaluation mechanism,and an exit mechanism.Given the complexity of the drone delivery regulatory field and the rapid development needs of the low-altitude economy,China urgently needs to accelerate the construction of a drone delivery regulatory sandbox system to better achieve the coordinated coexistence of technological development and the rule of law order in the low-altitude economy.关键词
