Abstract

The emergency response operation manual serves as a technical document for ensuring the safety of heavy-haul railway operation and standardizing emergency response.However,discrepancies exist in the train operation emergency response procedures currently formulated by different railway bureau groups,and the standardization of on-site emergency response needs improvement.Following rules like the Railway Technical Management Regulations,this study classified typical emergency scenarios,developed a standardized emergency response process manual for heavy-haul railway train operation,and designed standardized process tables and flowcharts.The"section train occupancy loss"scenario was selected to compare the differences between the current manuals of railway bureau groups and the optimized manual.Comparative analysis of typical scenarios showed that the optimized process offers improvements in the clarity of operational steps,division of responsibilities,and information transmission,enabling accurate and rapid guidance for on-site train operation emergency response.The research results provide a model for standardizing the management of heavy-haul railway train operation emergency response processes and can serve as a reference for railway bureau groups to refine and improve their emergency response processes.
