Abstract
Since proposing its"dual carbon"goals in 2020,China has established a strategic framework centred on a"1+N"policy system.This encompasses top-level design,sectoral plans and local actions,forming a systematic implementation pathway from macro-level deployment to concrete execution.Over the past five years,breakthrough progress has been achieved in energy transition,industrial upgrading and carbon market development,demonstrating China's pace in advancing ecological civilisation.The 15th Five-Year Plan period must balance high-quality economic development with deepening the"dual carbon"drive.Adhering to five principles—including national coordination and differentiated approaches—China must build a secure and flexible modern energy system,promote green industrial innovation,refine market mechanisms and regional policies,and deepen global climate governance cooperation.By enhancing the integrated"technology-standards-finance"implementation system and establishing a socialised cost-sharing mechanism for the transition,China will not only address the climate crisis but also achieve a paradigm shift in development within its modernisation journey.关键词
