民族团结进步创建工作的市域实践
The Municipal Practice of Promoting Ethnic Unity and Progress:A Case Study based on Tongliao in Inner Mongolia

Abstract
Ethnic unity is a pivotal pillar for forging a strong sense of community for the Chinese nation;it serves as the affective bond and social bedrock underpinning national unity,social stability,and shared prosperity,and as a driving force for the sustainable development and rejuvenation of the Chinese nation.Taking Tongliao—a multi-ethnic prefecture-level city—as a case,this study employs field visits,semi-structured interviews,and documentary analysis.Grounded in the city's historical trajectory and contemporary conditions,it reviews and synthesizes outcomes and lessons in three di-mensions:laying a solid foundation for policy formulation and implementation in the initiative of promoting ethnic unity and progress;fortifying the spiritual foundation of the initiative;and strengthening its material underpinnings.It further provides a sober assessment of constraints,including an insufficiently systematic understanding and application of the Evaluation Indicators for National Demonstration Cities of Ethnic Unity and Progress among some city-affiliated organs.On this basis,it proposes pathways and policy options to optimize Tongliao's program—reinforcing problem response,fostering plural coexistence,and deepening collaborative cooperation.The findings offer reference for accurately grasping the practical experience of ethnic work in Inner Mongolia and for promoting high-quality development of ethnic work na-tionwide in the new era.关键词
