Embedded yet Non-integrated:The Practical Logic of"Rural Inertia"in Digital Rural Construction and Path Adaptation

Abstract
As a key mechanism for implementing the digital countryside initiative,digital village construction bridg-es national systems with rural society and modernizes governance.Yet,a persistent"rural inertia"—where top-down impe-tus fails to spark bottom-up action—has continued from the era of"bringing literacy to the countryside"into the era of"digitally down to the countryside".Unlike existing research,this study introduces the concept of"embedding failure"to argue that the core issue is the lack of genuine integration of digital technologies into village life,a state of being embed-ded but not integrated,leading to superficial application and inefficiencies in agriculture,daily services,and governance.To resolve this dilemma and overcome farmers'inability and reluctance to participate,a targeted recalibration of the digi-tal embedding path is urgently needed to activate rural communities,change the problem of farmers not participating,un-able to participate,and unwilling to participate in the digital rural construction action,and open up the last mile of rural im-mobility.关键词
