Abstract
[Objective]This paper aims to explore the planning,construction,and practical experiences of the green belt policy in Hong Kong and provide references for the formulation of relevant governance policies in mainland cities.[Method]The paper outlines the planning intentions,spatial elements,primary functions,and spatial configurations of Hong Kong's green belt,and then clarifies the four development phases of the planning and construction of green belts,including hybrid management,passive preservation,statutory conservation,and land reserve.Focusing on the planning policy framework,it summarizes the"trinity"of policy pillars,land use control policies,and public participation policies,and makes a further analysis of four flexible control strategies,namely compatible use,rezoning of use,boundary adjustment,and inclusion of temporary functions.Drawing on the Mainland China's governance practices of peri-urban green spaces,policy recommendations are proposed,such as proactive and flexible thinking,integrated and efficient utilization,hierarchical access and rezoning,and multi-stakeholders collaborative governance.[Result]The policy,development and practices of Hong Kong's green belt planning can be characterized by"active intervention"and"flexible adaptation",presenting a viable approach to establishing a flexible governance system within high-density cities.[Conclusion]For the urban fringe areas of cities in Mainland China,building a multi-stakeholders co-governance system centered on flexible regulation can promote the efficient utilization and multi-value release of green spaces,and contribute to the modernization of territorial space governance.关键词
