Abstract
As the urbanization in China advances toward high-quality development,the governance of barrier-free neighborhood environments—a key component of urban public areas—has evolved from traditional facility-oriented approaches targeting the disabled to a systematic governance underpinned by the principles of"all-age inclusion"and"district-wide accessibility."Against the backdrop of high-density urban settings,this study examines the practice of barrier-free neighborhood governance in Shenzhen,and proposes and elaborates on a four-dimensional governance pathway that spans institutional innovation,organizational implementation,technological enhancement,and system-level breakthrough by analyzing the shifts in conceptual understanding and existing governance challenges.The research demonstrates that Shenzhen has effectively realized precise and systematic barrier-free governance through the establishment of cross-sectoral collaboration mechanisms,the promotion of public participation,the implementation of a chief planner responsibility system and an integrated Planning-Engineering-Procurement-Construction(P-EPC)project management model,along with the adoption of digital methods and a"point-line-area-network"integration technical framework.The study concludes that barrier-free neighborhood governance should remain human centric,integrating institutional,technology,and social co-governance to foster inclusive urban development.This research provides a theoretical framework and a practical paradigm for the delicacy governance of high-density cities,offering significant referential and promotional value.关键词
