乡村振兴背景下江苏省"新农人"政策实施方案研究

Abstract
Against the backdrop of deepening the implementation of the Rural Revitalization Strategy,"New Farmers"have emerged as a key force driving agricultural modernization.This study takes 28 policy texts issued by 13 prefecture-level cities in Jiangsu Province as its research subjects and utilizing content analysis and comparative research methods,systematically analyzes the current status and challenges of policy implementation.The findings indicate that the policy texts primarily focus on five aspects:establishing dynamic information databases,clarifying target groups for cultivation,standardizing identification and management,encouraging academic qualification enhancement,and providing financial product support.While the content of the policy texts demonstrates considerable flexibility and innovation,there remains room for improvement,i.e.,identified issues inc lude:the ambiguous definition of"New Farmers",lack of comprehensive policy measures,and insufficient support intensity,difficulties in policy implementation,and the existence of policy gaps.To address these,this paper proposes recommendations:clearly defining the concept and identification criteria for"New Farmers,"enhancing the precision and enforcement strength of policy instruments,setting quantifiable targets and establishing dynamic adjustment mechanisms,and filling the gaps in support policies for emerging organizations.The aim of this study is to explore a pathway for agricultural modernization development with Chinese characteristics and Jiangsu-specific features.关键词
