Abstract
This paper takes Guangdong Province as a case study,analyzes the primary drivers of budget estimate amendments,including policy adjustments,design modifications,fluctuations in material prices,and natural disasters.Through comparative case studies of four budget amendment methodologies,the research reveals systemic gaps in Guangdong's current amendment processes,particularly the lack of standardized guidelines leading to inefficiencies in review and approval.The study proposes the establishment of provincial-level compilation specifications to clarify applicable scenarios for different methods,aiming to enhance investment control and ensure project implementation success.关键词
