基于碳交易我国湿地碳汇市场补偿机制的构建
Construction of the compensation mechanism for China's wetland carbon sinks based on carbon trading
摘要
Abstract
Wetland carbon sinks are ecological public goods with significant positive externalities,yet the"beneficiary pays"principle has not been fully followed in their consumption.The existing wetland ecological financial compensation mechanisms in China are unable to effectively compensate the suppliers of wetland carbon sinks,and the environmental and economic benefits of wetland carbon sinks cannot be fully tapped.For this reason,based on the theory of public goods,the theory of externalities,and the theory of Payment for Ecosystem Services(PES),it is necessary to explore the construction path of the market-oriented operation mechanism for wetland carbon sink compensation from the perspective of carbon trading.Efforts should be made to connect the three major operation links of carbon sink development,carbon sink trading,and benefit distribution,and to seek a gradual approach for wetland ecological carbon sinks to obtain adequate and precise compensation through the voluntary market.Meanwhile,legal,financial,and technical guarantees should serve as important supports,so as to promote the healthy operation and long-term development of China's wetland carbon sink market compensation mechanism and provide a reference basis for realizing a positive cycle,symbiosis,and mutual benefit between wetland ecology and economy.关键词
