Innovation-Driven and Human-Centered:Pathways and Practical Explorations in Reconstructing China's Modern Urban System

Abstract
The 2025 Central Urban Work Conference systematically elucidated the strategic direction and practical pathways for constructing China's modern urban system.Based on the spirit of this confer-ence,this paper provides an in-depth analysis of the new orientations in China's urban development.The conference prioritized"optimizing the modern urban system"as the foremost among its seven key tasks and introduced,for the first time,a new development model characterized by"cluster-based and networked"growth.This marks a new phase of high-quality advancement in China's urbanization strate-gy.The paper points out that"cluster-based"development emphasizes functional complementarity a-mong urban agglomerations to drive regional coordination,while"networked"spatial planning aims to activate the growth potential of small and medium-sized cities and towns through enhanced infrastructure connectivity,forming an orderly tiered structure of urban settlements.Counties are identified as critical nodes in urban-rural integration,serving as primary platforms for integrating migrant populations into ur-ban life.Their development strategically complements that of major urban clusters,embodying a"two-ends driving the middle"approach.In terms of development dynamics,this paper highlights the core role of innovation-driven growth and proposes three essential"keys"to building a modern urban system:fostering an innovation ecosystem that encourages experimentation and embraces diversity;leveraging new quality productive forces to promote industrial digital transformation and green,low-carbon upgrades;re-vitalizing existing urban spaces through high-quality urban renewal,achieving a unity of functional up-grading and cultural preservation.The paper argues that a human-centered approach must permeate the entire process of urban construction.Planning based on the"15-minute life circle"concept should be used as a key tool to meet the diverse needs of different groups through measures such as industry-city in-tegration and job-housing balance.Beyond ensuring material necessities such as education and health-care,greater emphasis should be placed on fostering cultural identity and emotional belonging,elevating urban living from basic housing provision to"poetic dwelling."This shift from scale expansion to quality improvement reflects a deeper implementation of the governance philosophy that"a people's city is built by the people."It offers Chinese wisdom that balances efficiency and equity,contributing insights to global urbanization practices.关键词
